Could you transfer to FIDS following the graduate assurance (FSO) programme or would I have to apply for UK&I?

Honestly I don't know
The only thing I can let you know is that after the graduate programme, I have seen various senior leaving for all kinds of roles both within EY and outside.
Therefore, it is perfectly possible to transfer to FIDS, however, the success rate of that transfer depends on what you do during the graduate programme itself.
