Can international students apply to a graduate programme?

Additional information

As a Canadian, I can obtain the "Youth Mobility Scheme" also known as Tier 5 visa which would allow to work in the UK for up to 2 years (i.e. the duration of the programme). However, after that, I would need sponsorship. Knowing that, can I still apply to the positions available?
